There are many principals espoused in the scriptures over and over again not only here on earth but also in the next life, of how to protect those within their certain kingdoms, allowing entry or not. All kingdoms have boarders, walls, and gates either natural or spiritual or both, and gates or opened or closed depending on the one who is entering.
Schools, doctors, companies, all institutions, even prisons, have laws of entry or leaving. Obedience or disobedience to policies or laws render an certain outcome according to those laws in entering and staying in all these institutions, kingdoms, nations, and so forth. Admissions are granted on meeting the requirements or these laws, natural or spiritual of a these places. Grievous disobedience will not bring forth positive but negatively results.

And if a person gains more knowledge and intelligence in this life through his diligence and obedience than another, he will have so much the advantage in the world to come. There is a law, irrevocably decreed in heaven before the foundations of this world, upon which all blessings are predicated — And when we obtain any blessing from God, it is by obedience to that law upon which it is predicated.

Individual compassion is done as we come into contact with one another, helping and serving. A nation’s compassion is accomplished my protection of its citizens, from unlawful entry, or of unlawful acts, and establishing policies that protect its citizens and uphold its laws.

And there are many kingdoms; for there is no space in the which there is no kingdom; and there is no kingdom in which there is no space, either a greater or a lesser kingdom. And unto every kingdom is given alaw; and unto everylaw there are certain bounds also and conditions.  All beings who abide not in those conditions are not justified.
