God is a God of order. He is order itself. All things are possible if it is according to the laws of order. All great things, miracles, and happenings are accomplished according to those laws of order. One thing he can not do, for it is against the laws of order, is that He can not place a man who has lived a telestial law and place him in a celestial realm, and even this man himself could not abide a celestial state. Could it be that the atmosphere would be so different he would swoon away with a great difficulty in breathing in such an atmosphere. God is the only one who knows all these laws, hence His omnipotence and omniscience and hence our dependence, loyalty, and honor of Him. Also we know that some will be quicken with certain glories of light, where some will not be able to abide, in a glory of a great light, as some could not exist in that state.
The man himself is his own judge my the law he has lived. Divine truth, The Word, flows through a man examining all that is within and so determines what law he or she has lived.

Alma 41: 7 These are they that are redeemed of the Lord; yea, these are they that are taken out, that are delivered from that endless night of darkness; and thus they stand or fall; for behold, they are their own judges, whether to do good or do evil.

Alma 42: 22 But there is a law given, and a punishment affixed, and a repentance granted; which repentance, mercy claimeth; otherwise, justice claimeth the creature and executeth the law, and the law inflicteth the punishment; if not so, the works of justice would be destroyed, and God would cease to be God.

John 12: 47-48  And if any man hear my words, and believe not, I judge him not: for I came not to judge the world, but to save the world. He that rejecteth me, and receiveth not my words, hath one that judgeth him: the word that I have spoken, the same shall judge him in the last day.

DC 88 22-24 For he who is not able to abide the law of a celestial kingdom cannot abide a celestial glory. And he who cannot abide the law of a terrestrial kingdom cannot abide a terrestrial glory. And he who cannot abide the law of a telestial kingdom cannot abide a telestial glory; therefore he is not meet for a kingdom of glory. Therefore he must abide a kingdom which is not a kingdom of glory.
